Clergy Housing Allowance & SECA
Separate the income-tax housing exclusion from ministerial self-employment tax without losing the advance-designation or parsonage rules.
Does a clergy housing allowance reduce SECA?
The income-tax housing exclusion generally does not remove the same amount from ministerial net earnings for SECA. A parsonage can be excluded for income tax, but its fair rental value generally remains in ministerial net earnings for SECA.
- Allowance exclusion uses the least applicable limit
- Designation must precede payment
- Approved Form 4361 applies only to ministerial earnings

Housing allowance
Any official action before the payments it covers, including a budget or resolution adopted in the prior year.
Earlier payments are not retroactively excludable.
Parsonage and SECA
The combined housing exclusion cannot exceed reasonable pay.
Self-employment income for income tax and SECA; report on Schedule C (Pub. 517).
Without an approved Form 4361, a ministerial loss reduces your other SE income.
Where this estimate stops
It uses the regular Schedule SE method. It does not determine minister status, reasonable compensation, the optional methods, ministry-expense allocation, retirement housing treatment, or Form 4361 eligibility.
Questions
Is a clergy housing allowance excluded from both income tax and SECA?
No. A qualifying allowance can be excluded for income tax only up to the least applicable limit, but the housing allowance generally remains in ministerial net earnings for SECA.
Is a parsonage tax-free?
Its fair rental value can be excluded from gross income for income-tax purposes, subject to the governing rules, but that fair rental value generally remains in ministerial net earnings for SECA.
Can a church designate the allowance after it was paid?
No for the earlier payment. Publication 517 says the employer must officially designate a definite amount before making the payment. Enter only the allowance actually paid after the official designation.
Does approved Form 4361 exempt every side business?
No. An approved Form 4361 applies to ministerial earnings; nonministerial self-employment remains subject to the ordinary Schedule SE rules.
